The oracle announces the end of oppressive power through God's judgment and a resulting order of peace. The church should not collapse that divine work into its own right to wage religious war.
His arrival is humble, but verse 10 gives him extensive dominion. The contrast concerns the manner and purpose of his kingship, not the absence of authority.
Chapter 9 opens a new collection of oracles without the earlier dated introductions. Its movement from neighboring lands toward Zion situates the promise among Israel's surrounding peoples. Historical proposals concerning particular campaigns may illuminate the imagery but should not be presented as the chapter's own explicit dating.
Matthew 21:4–5 and John 12:14–16 explicitly relate Jesus' entry into Jerusalem to this prophecy. That connection is textually direct. Claims that every surrounding geographical notice predicts one precisely reconstructed military route require more argument and should remain distinguishable from the clear Gospel citation.
