Its first reference is the historical exodus of corporate Israel. Matthew uses typological fulfillment: Jesus embodies Israel's identity, repeats its path, and succeeds as the faithful Son. Fulfillment includes recapitulation, not only prediction.

Does God's heart “change”?

The language communicates real divine compassion and the movement from threatened total judgment to preserved mercy. It does not imply ignorance or uncontrolled emotion. God's response is consistent with His holy character and covenant purpose.

Why mention God is not a man?
